Configure logout request certificate
1. Go to IIS (Server Level) > Server Certificate
2. Create Self-Signed Certificate
  1. Specify a name for the certificate
  2. Certificate store – Personal
3. Right click the certificate to export and generate the .pfx file
  1. Remember the password that you entered, need to enter in config file
4. Move the .pfx file into ~/Site/Certificate
5. Run CreateConfig in admin mode, update the path and key the password that in the previous step for SAMLLogoutX509CertificatePrivateKeyPassword
